Key organisations in the water services sector have widely discussed the needs for alterations in the structures of water services and cooperation. The starting point for this has mainly been the backlog of repairs to water services infrastructure and the fragmentation of the water utilities sector. Research projects relating to these issues have been carried out by research institutes and consultants, and some measures have been initiated. In the reform of the Water Services Act, the concentration of resources has been taken into account as one of the main objectives.
