Requirements relating to ship-to-ship oil cargo transfer operations between oil tankers (STS transfers) in the Act on Environmental Protection in Maritime Transport

DESCRIPTION OF ACTION

Regulation relating to ship-to-ship oil cargo transfer operations between oil tankers (STS transfers) under the MARPOL 73/78 Convention was transposed into national legislation in Finland with the amendment to the Act on Environmental Protection in Maritime Transport, which entered into force on 1 July 2017. In addition to the requirements set in the MARPOL Convention, the Act lays down additional restrictions on STS transfers. STS transfers may only be carried out in port areas and in areas designated by the Finnish Transport and Communications Agency (Traficom) in Finnish waters and Finland’s exclusive economic zone.
