Designation of areas for ship-to-ship oil cargo transfer operations between oil tankers (STS transfers)

DESCRIPTION OF ACTION

In order to maintain the protection of the marine environment, the Finnish Transport and Communications Agency (Traficom) has designated the areas for ship-to-ship oil cargo transfer operations between oil tankers (STS transfers) in accordance with the Act on Environmental Protection in Maritime Transport (Chapter 2a, section 1(2)). The designated areas are the Kalbådagrund anchorage in the Gulf of Finland and the Svartbäck anchorage off Kilpilahti in Porvoo. The areas were designated taking into account the existing preparedness for oil pollution response and the plan for accommodating ships in need of assistance referred to in the Vessel Traffic Service Act. The areas were designated after negotiating with the Border Guard, the Finnish Environment Institute, the Customs and the VTS provider referred to in the Vessel Traffic Service Act. The relevant stakeholders were also consulted before the areas were designated.
