As part of Helsinki and Turku’s third Baltic Sea Action Plan 2019–2023, the cities will continue to support nutrient neutrality and nutrient offsetting in their activities (Baltic Sea Challenge).

DESCRIPTION OF ACTION

Under the goal “Clear coastal waters”, action 12 is one of the water protection measures relating to diffuse loading, stormwaters and small water bodies. The objective of the actions under this goal is to reduce the loading of suspended solids and eutrophying nutrients (phosphorus and nitrogen) from the cities and their catchment areas. The City of Helsinki and the Helsinki Region Environmental Services Authority, HSY, piloted phosphorus discharge offsetting as part of the Baltic Sea Challenge in 2016 and 2017 in collaboration with the John Nurminen Foundation and the NutriTrade project. In the pilot, the phosphorus load remaining in Helsinki’s treated wastewaters was offset by supporting a corresponding reduction in phosphorus discharges from Vitebsk, Belarus.
